Hips Suspended By The Coalition Government
Following the announcement by Housing Minister Grant Shapps that Home Information Packs have been suspended with a view to abolishing them altogether, APHC has criticised the previous Government for its mismanagement of the scheme. Clive Dickin, Chief Executive, commented:
“APHC is not surprised that Home Information Packs are being suspended under the new coalition government as both parties made manifesto pledges to remove HIPs. We hold the previous minister responsible for compromising the original design, after bowing to political pressure from a number of organisations.
“The plumbing, heating and mechanical services sector must not fall into the trap of stopping either notifying building control prior to commencement of works or through a competent person’s scheme. The requirement to notify and approve works still remains within the building regulations. APHC urges purchasers’ solicitors to fulfil their legal responsibility to their clients during the purchase process by checking that all certificates are correct.”
APHC is pressing the new Government for clarification on the direction it is taking on enforcing energy efficiency and building standards if they permanently change the law.
